REQUESTING THE DIRECTOR OF HEALTH AND THE PUBLIC UTILITIES COMMISSION TO JOINTLY REVIEW S.B. NO. 2305 (2004), REGARDING THE FEASIBILITY OF IMPLEMENTING S.B. NO. 2305 (2004), RELATING TO RECYCLING.
WHEREAS, recycling is an integral and important part of integrated solid waste management, especially in an island state such as Hawaii; and
WHEREAS, "recovered material" is defined in section 342G-1, Hawaii Revised Statutes, to mean "...material that has been diverted from disposal for the purpose of recycling or bioconversion. This term does not include those materials that are generated and normally reused on-site for manufacturing purposes"; and
WHEREAS, recyclable goods generally comprise products made of recyclable materials such as paper and paperboard, ferrous metal, aluminum, and plastics; and
WHEREAS, there is a need to make available creative incentives to spur recycling in Hawaii on a scale larger than each individual consumer; and
WHEREAS, S.B. No. 2305 (2004), was introduced during the Regular Session of 2004 to offer a maximum reduction of twenty per cent in the freight rate for water carriers hauling recovered material and to establish an advance disposal fee on certain recyclable goods imported into the State; and
WHEREAS, S.B. No. 2305 (2004), also provides the entire framework for the operation of the recyclable goods recovery program, the imposition of the advance disposal fee, and assistance to county recycling programs; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, that the Director of Health and the Public Utilities Commission are requested to jointly review S.B. No. 2305 (2004), regarding the feasibility of implementing S.B. No. 2305 (2004); and
BE IT FURTHER RESOLVED that the Director of Health and the Chairperson of the Public Utilities Commission are requested to jointly report findings and recommendations to the Legislature, including any necessary proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2005; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Health and the Chairperson of the Public Utilities Commission.
