HOUSE RESOLUTION

 

ENCOURAGING THE VARIOUS MEMBER LEAGUES OF THE HAWAII HIGH SCHOOL ATHLETIC ASSOCIATION TO CONSIDER CREATING MORE COMPETITIVE MULTIPLE ATHLETIC DIVISIONS for hawaii's secondary school's sports programs.

 

WHEREAS, at present, athletic competition between Hawaii secondary schools is frequently unbalanced because some schools can draw athletes from a much greater pool of students than other schools; and

WHEREAS, this can be most clearly seen in the present OIA conferences in selected sports in which the East Red Conference has Farrington with over 2000 students competing with Kailua with less than 1000; in the West Red Conference that has Waipahu with over 2000 students competing with Nanakuli with less than 1000 students; and the White Conference that has Moanalua with almost 2000 students competing with Kalaheo, Kaiser, Kalani and Waialua all with under 1000 students; and

WHEREAS, other states with populations similar or smaller than Hawaii field multiple divisions that lead to multiple championships in almost all team sports; and

WHEREAS, multiple divisions would allow more Hawaii High Schools to have an opportunity to compete for championships and increase student participation; and

WHEREAS, multiple divisions would create greater competition by pitting teams of similar strength and size with each other; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that the various established state athletic organizations under the Hawaii High School Athletic Association (HHSAA), such as the Oahu Interscholastic Association (OIA), the Interscholastic League of Honolulu (ILH), the Big Island Interscholastic Federation (BIIF), the Maui Interscholastic League (MIL), and the Kauai Interscholastic Federation (KIF) be encouraged to support and create multiple athletic divisions for Hawaii high schools in all team sports; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the member leagues of the Hawaii High School Athletic Association.
