HOUSE RESOLUTION

 

REQUESTING the LEGISLATIVE REFERENCE BUREAU TO ORGANIZE A PLANNING COMMITTEE TO PLAN AND IMPLEMENT WAYS TO MOBILIZE HAWAII'S CROSS-CULTURAL AND INTERNATIONAL RESOURCES FOR THE MODERN WORLD.

 

WHEREAS, the University of Hawaii at Hilo was a former training site for the Peace Corps Program; and

WHEREAS, when the Peace Corps moved to in-country training, the University of Hawaii at Hilo continued an intercultural training program; and

WHEREAS, the administrative offices of the International Academy for Intercultural Research, the leading organization of scholars and practitioners of intercultural research and training, are now located at the University of Hawaii at Hilo; and

WHEREAS, the county of Hawaii is the most culturally diverse county in the State and country, making it a unique and logical area for cultural research and education; and

WHEREAS, the ability to interact successfully with different cultures is increasingly important for the success of Hawaii's businesses and students; and

WHEREAS, there exist numerous programs in the East Hawaii area in international and intercultural relations; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session 2004, that the Legislative Reference Bureau is requested to organize a planning committee that represents individuals and agencies involved in intercultural activities in the State of Hawaii, including but not limited to: the Office of Hawaiian Affairs; the Hawaii Tourism Authority; members of the faculty of the University of Hawaii; the Mayor's Office of the County of Hawaii; Fellows of the International Academy for Intercultural Relations; and the professional staff of the East-West Center; and

BE IT FURTHER RESOLVED that the planning committee is requested to:

(1) Organize and implement a symposium to explore the best ways to utilize Hawaii's cross-cultural resources;

(2) Compose a catalogue of the cross-cultural resources available to organizations on the island of Hawaii;

(3) Determine the best ways to develop a graduate program for the entire University of Hawaii system in cross-cultural and intercultural studies; and

(4) Recommend ways to promote research and economic development through the creation of an Institute of Cross-cultural Research involving the University of Hawaii system, the Department of Education (through the public schools), private and charter schools, community businesses and government, and other interested parties; and

BE IT FURTHER RESOLVED that Professor Stephen Worchel, a distinguished and internationally renowned scholar of intercultural relations, and a member of the University of Hawaii at Hilo faculty, is requested to serve as chairperson of the planning committee; and

BE IT FURTHER RESOLVED that the University of Hawaii at Hilo is requested to provide whatever support necessary to enable the planning committee to achieve its goals in a timely fashion; and

BE IT FURTHER RESOLVED that all agencies and individuals requested to participate in the activities listed in this Resolution are requested to cover their own expenses for transportation and other incidentals; and

BE IT FURTHER RESOLVED that the planning committee is requested to report its findings and recommendations to the House Committee on International Affairs no later than two years from the date of the adoption of this Resolution; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Chairman of the Board of Regents of the University of Hawaii, the President of the University of Hawaii, the Chancellor of the University of Hawaii at Hilo and at Manoa respectively, the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs, the President of the East-West Center, the Chairperson of the Board of the Hawaii Tourism Authority, the Mayor of Hawaii, and Professor Stephen Worchel.
