HOUSE RESOLUTION

 

eSTABLISHING a committee to review and report on the feasibility of CREATing a museum of hawaiian music and dance.

 

WHEREAS, the economic viability of Hawaii's tourism industry is heavily dependent upon the native Hawaiian culture because this culture differentiates Hawaii from all other visitor destinations; and

WHEREAS, the history of Hawaiian music and dance is a proud statement of the State's cultural identity; and

WHEREAS, Hawaiian music and dance are the foundation for perpetuating the spirit of aloha that is vital to the economic success of the tourist industry; and

WHEREAS, a compilation of collective works and related memorabilia of exceptional individuals who are highly regarded in the fields of Hawaiian music or dance will preserve the Hawaiian culture for present and future generations, as well as perpetuate a love and appreciation of these art forms; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, that a committee be established to review and report on the feasibility of creating a Museum of Hawaiian Music and Dance, consisting of 11 members as follows:

(1) The executive director of the State Foundation on Culture and the Arts, to chair the committee;

(2) The executive director of the Hawaii Tourism Authority, or the director's designee;

(3) A representative of the Office of Hawaiian Affairs;

(4) A representative of Kamehameha Schools;

(5) A representative of Bishop Museum;

(6) Three members selected by the Senate President; and

(7) Three members selected by the Speaker of the House of Representatives;

and

BE IT FURTHER RESOLVED that the committee members selected by the Senate President and Speaker of the House of Representatives include:

(1) At least one practitioner or former practitioner of the arts of Hawaiian music and dance;

(2) At least one member of the Hawaiian Academy of Recording Artists or kumu hula; and

(3) No more than two representatives of the general community;

and

BE IT FURTHER RESOLVED that the committee conduct a study, including but not limited to determining:

(1) The scope and role of such a museum in the community;

(2) The most appropriate type of institution that should be established;

(3) The best location of the museum or museums;

(4) Possible financing mechanisms for the establishment, operation, and maintenance of the museum; and

(5) An initial business plan;

and

BE IT FURTHER RESOLVED that the committee submit a final report of its findings and recommendations to the Legislature no later than 20 days before the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Executive Director of the Hawaii Tourism Authority, the Executive Director of the State Foundation on Culture and the Arts, the Chair of the Office of Hawaiian Affairs, the Chair of the Board of Trustees for Kamehameha Schools, the President of Bishop Museum, and the President of the Hawaiian Academy of Recording Artists.
