RESOLUTION
requesting a pilot program to support the efforts of the Hawaii chamber of commerce of northern california in promoting hawaii and its products.
WHEREAS, there are many former kama'aina living outside of Hawaii who are dedicated to spreading the Aloha Spirit and marketing Hawaii's unique culture and natural resources; and
WHEREAS, the Hawaii Chamber of Commerce of Northern California was founded in 1999 as a nonprofit mutual benefit California corporation composed of volunteers and a dedicated board of directors; and
WHEREAS, four years later, the organization now has a newsletter subscription list of close to two thousand individuals and twenty-five businesses and organizations that are paid sponsors in both Hawaii and the San Francisco Bay Area; and
WHEREAS, there is a strong willingness among the members of the Hawaii Chamber of Commerce of Northern California, particularly in the San Francisco Bay area, to help one another and to promote Hawaii, its culture, and products; and
WHEREAS, the Hawaii Chamber of Commerce of Northern California has touched the lives of thousands through tailgates supporting the University of Hawaii, quarterly networking events, and working with community organizations to spread the Aloha Spirit. The organization continues its mission to strengthen the ties between the Bay Area and Hawaii and to promote commerce, community, culture, and education as it relates to Hawaii in the Bay Area; and
WHEREAS, being that such efforts would benefit the State of Hawaii, the State should provide support to the Hawaii Chamber of Commerce of Northern California and its endeavors that bring positive attention to Hawaii; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Business, Economic Development, and Tourism; the Hawaii Tourism Authority; the Hawaii Visitors and Convention Bureau; and the University of Hawaii School of Travel Industry Management, are requested to study whether it would be feasible to establish a one-year pilot program with the Hawaii Chamber of Commerce of Northern California to promote Hawaii, its culture, its products, and awareness of its natural resources and business opportunities; and
BE IT FURTHER RESOLVED that, as part of the study, the Department of Business, Economic Development, and Tourism; the Hawaii Tourism Authority; the Hawaii Visitors and Convention Bureau; and the University of Hawaii School of Travel Industry Management are requested to include a proposed budget to implement the pilot program and to consider other ways in which they may be able to assist the Hawaii Chamber of Commerce of Northern California in promoting Hawaii, its culture, products, and awareness of its natural resources, and business opportunities; and
BE IT FURTHER RESOLVED, that if the Department of Business, Economic Development, and Tourism and the Hawaii Tourism Authority finds that such a one-year pilot program is both desirable and feasible, it is requested that they work to implement such pilot program in conjunction with the Hawaii Chamber of Commerce of Northern California; and
BE IT FURTHER RESOLVED that if the pilot program is implemented, the Department of Business, Economic Development, and Tourism is requested to submit a report to the Legislature not later than twenty days prior to the convening of the 2005 Regular Session on its findings on the effectiveness and progress of the pilot program and recommendations regarding the future of such program; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism; the Chair of the Hawaii Tourism Authority; the Dean of the University of Hawaii School of Travel Industry Management; the Hawaii Visitors and Convention Bureau; and the President of the Hawaii Chamber of Commerce of Northern California.
