HOUSE CONCURRENT

RESOLUTION

 

REQUESTING AN AUDIT OF THE PURCHASE-OF-SERVICE CONTRACTS awarded under THE OFFICE OF youth SERVICES.

 

 

WHEREAS, the Office of Youth Services is established within the Department of Human Services to provide services and programs for youth at risk under one umbrella agency in order to facilitate optimum service delivery, to prevent juvenile delinquency, and to reduce the incidence of recidivism among juveniles through prevention, rehabilitation, and treatment services; and

WHEREAS, the Office of Youth Services is statutorily mandated to monitor, evaluate, and audit all purchases of service that relate to the office; and

WHEREAS, purchase-of-service contracts have been awarded under the Office of Youth Services; and

WHEREAS, questions have been raised that the programs implemented by those purchase-of-service contracts are not fulfilling the expectations of the funding guidelines; and

WHEREAS, the Auditor has the duty to conduct postaudits of the transactions of all offices of the State in order to discover evidence of irregular or improper expenditure of state funds or other improper practice of financial administration; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Auditor is respectfully requested to conduct an audit of all purchase-of-service contracts awarded under the Office of Youth Services to determine whether the programs are fulfilling the expectations of the funding guidelines; and

BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations to the Legislature not later than twenty days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Executive Director of the Office of Youth Services, and the Director of Human Services.
