HOUSE CONCURRENT

RESOLUTION

 

Authorizing the DEPARTMENT of land and natural resources to allow certain remnant land to be used by the homeless for agricultural purposes.

 

WHEREAS, the Department of Land and Natural Resources has jurisdiction over the disposition of all public lands; and

WHEREAS, the Department of Land and Natural Resources maintains an accurate inventory of public lands; and

WHEREAS, from the earliest human society, our civilization has drawn much of its sustenance, vitality, and success through the cultivation of its surrounding land; and

WHEREAS, over the ten thousand years since agriculture began to be developed, people everywhere have discovered the food value of plants and animals and bred them; and

WHEREAS, the homeless of Hawaii are unable to take advantage of providing for themselves through agriculture because they lack the land on which their home would stand; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Land and Natural Resources is requested to conduct a survey of all unencumbered agriculturally designated lands; and

BE IT FURTHER RESOLVED that the Board of Land and Natural Resources is requested to authorize the use of remnant parcels of land by the homeless for agricultural purposes; and

BE IT FURTHER RESOLVED that the Department is requested to report to the Legislature on its progress in identifying and making these lands available no later than twenty days prior to the convening of the Regular Session of 2004; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
