HOUSE CONCURRENT

RESOLUTION

 

REQUESTING A STUDY OF THE FEASIBILITY OF INCREASING THE OPERATING BUDGET OF THE UNIVERSITY OF HAWAII AT HILO IN ORDER TO ESTABLISH THE UNIVERSITY AS A FULL-FLEDGED COMPREHENSIVE UNIVERSITY.

 

 

WHEREAS, the ultimate goal of the University of Hawaii at Hilo is to develop its full capacity as a comprehensive university and become noted for its commitment to community development; its excellence in academic programs; its vibrant college town; its leadership in studies of Hawaiian, East Asian, Pacific cultures and the tropical environment; and its active scholarship and learning in research, internships, and community service; and

WHEREAS, an investment of $5,000,000 to the operating budget of the University of Hawaii at Hilo will enable the university to achieve its full capacity as a comprehensive university and to increase its enrollment from three thousand three hundred students to five thousand students; and

WHEREAS, a recent report by the Western Association of Schools and Colleges noted that the core budget of the University of Hawaii at Hilo has been eroded due to a lack of support for enrollment growth and other factors, and that the university cannot continue to accommodate enrollment growth without jeopardizing its basic infrastructure unless a clearly defined and predictable process is established; and

WHEREAS, the University of Hawaii at Hilo is an important economic engine for the economy of the Big Island and the rest of the State, and is capable of generating within one year of receipt, $22,000,000 in economic activity on the Big Island for every $2,000,000 requested by the university for improved and expanded classroom instruction; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the University of Hawaii is requested to convene a study group to study the feasibility of increasing the operating budget of the University of Hawaii at Hilo by $5,000,000 in order to establish the university as a full-fledged comprehensive university; and

BE IT FURTHER RESOLVED that the study group is requested to be comprised of the Director of the University Budget of the University of Hawaii, the Vice Chancellor of Administrative Affairs of the University of Hawaii at Hilo, and the President of the Hawaii Island Economic Development Board; and

BE IT FURTHER RESOLVED that the House Committee on Finance and the Senate Committee on Ways and Means are requested to assign budget analysts to serve as staff members to the study group; and

BE IT FURTHER RESOLVED that the study group is requested to submit its findings and recommendations to the Legislature not later than twenty days prior to the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii, the Chancellor of the University of Hawaii at Hilo, the Director of the University Budget of the University of Hawaii, the Vice Chancellor of Administrative Affairs of the University of Hawaii at Hilo, the President of the Hawaii Island Economic Development Board, the Speaker of the House of Representatives, the President of the Senate, the Chair of the House Committee on Finance, and the Chair of the Senate Committee on Ways and Means.
