HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT TO STUDY THE feasibility OF A STATE Graduate MANAGEMENT INTERNship PROGRAM.

 

 

WHEREAS, a perpetual goal of our State is to nurture and develop the immeasurable potential of our youth, one of our most precious assets; and

WHEREAS, given our State's limited resources, the need for a competent, motivated, and dedicated workforce for our State has never been greater; and

WHEREAS, in 1977, President Jimmy Carter established by Executive Order the Presidential Management Intern Program (PMI Program), a program administered by the U.S. Office of Personnel Management and designed to attract to the federal service outstanding graduate students from a wide variety of academic disciplines who have an interest in, and commitment to, a career in the analysis and management of public policies and programs; and

WHEREAS, the PMI Program places interns in federal agencies and offers experiences in diverse fields such as domestic or international affairs, technology, science, criminal justice, health, financial management, and other areas in support of public service programs, and with a strong emphasis on leadership development; and

WHEREAS, after a competitive screening process applicants to the PMI Program must be nominated by their respective graduate schools, and upon being selected, interns receive a two-year excepted service appointment with a myriad of challenging career opportunities, including on-the-job training and other experiences such as seminars, briefings, and conferences; and

WHEREAS, at the end of the two-year internship, there is a possibility of conversion to a permanent position within the federal government; and

WHEREAS, for the purpose of fostering greater interest in public service and improving the quality of service of our state government, more opportunities should be created to attract and recruit Hawaii's outstanding graduate students to careers in the analysis and management of public policies and programs; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Human Resources Development (DHRD) is requested to study the feasibility of establishing a State graduate management internship program modeled after the federal PMI Program; and

BE IT FURTHER RESOLVED that the feasibility study include a review and analysis of the following:

(1) The compatibility of the State's program with the State's civil services and related laws;

(2) The level of interest and participation from the graduate programs of Hawaii's colleges and universities; and

(3) A cost-benefit analysis of establishing and operating the State program;

and

BE IT FURTHER RESOLVED that DHRD is requested to report its findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Human Resources Development, President of the University of Hawaii, President of Brigham Young University-Hawaii, President of Chaminade University of Honolulu, and the President of Hawaii Pacific University.
