HOUSE CONCURRENT

RESOLUTION

 

requesting the director of transportation TO study the advisability of transferring the vanpool program to the counties.

 

 

WHEREAS, the Department of Transportation currently operates the vanpool program in all the counties; and

WHEREAS, the vanpool program is a fully federally funded program; and

WHEREAS, over the years, the counties have requested more autonomy and control over operations in their counties that they view as uniquely local; and

WHEREAS, in the interest and spirit of home rule, the vanpool program may be better suited to be operated under county supervision; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Transportation is requested to determine the advisability and feasibility of transferring the responsibility for operating the vanpool programs to the counties; and

BE IT FURTHER RESOLVED that the departments in each county that oversee public transportation or general transportation matters are requested to cooperate with and assist the Department of Transportation in this review; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and to the Mayor of each county, who in turn is

requested to transmit copies to the director of the county department responsible for public transportation or general transportation matters.
