HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO CONDUCT A STUDY COMPARING THE COST OF A NEW STADIUM WITH THE COST OF MAINTAINING ALOHA STADIUM.

 

WHEREAS, the Aloha stadium in Halawa was built in 1975 and has served the general public for twenty-nine years; and

WHEREAS, during those twenty-nine years, the Aloha stadium staff has provided the necessary repairs and maintenance to ensure a facility that is safe and comfortable for local sports fans; and

WHEREAS, the repair and maintenance of the stadium addressed various problems, including concerns with the corten steel used in the initial construction of the stadium; and

WHEREAS, that problem was addressed during a major overhaul of the stadium, conducted from 1989 to 1995 that cost the State approximately $88,000,000; and

WHEREAS, another anticipated maintenance cost concerns the replacement of all of the stadium seats at a cost of approximately $17,500,000 over a three year period; and

WHEREAS, the stadium parking lot is also in need of repair and is expected to cost the State approximately $6,000,000; and

WHEREAS, with proper maintenance, the Aloha stadium is expected to serve the public for another ten to fifteen years, if not longer; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Accounting and General Services is requested to conduct a study comparing the cost of a new stadium with the cost of maintaining the present Aloha stadium; and

BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to use a completion date for building a new stadium of 2014, for purposes of calculating future comparative costs; and

BE IT FURTHER RESOLVED that the study include the cost of constructing a stadium complex that includes "diamond suites" or box seats reserved for wealthy patrons, as well as reception and meeting areas in the complex; and

BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to report its findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2005; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Stadium Authority and the Comptroller.
