HOUSE CONCURRENT

RESOLUTION

 

URGING the legislature to support the youth coalitions for healthy living in reaching the goals of the department of health services' healthy hawaii initiative.

 

 

WHEREAS, in November 1998, the attorneys general of forty-six states, Puerto Rico, the U.S. Virgin Islands, American Samoa, the Northern Mariana Islands, Guam, and the District of Columbia signed an agreement with the five largest tobacco manufacturers, entitled "The Master Settlement Agreement", settling the multi-billion dollar lawsuit brought by the states against the tobacco industry; and

WHEREAS, Hawaii, as one of the forty-six settling states, is scheduled to receive $1,300,000,000 of the settlement over twenty-five years; and

WHEREAS, funds from the tobacco settlement are intended to help communities with tobacco prevention and intervention strategies; assist the public in choosing healthier diets; and create an attitude for better fitness in the minds and hearts of everyone affected; and

WHEREAS, in 1999, Hawaii decided to use a large portion of tobacco settlement funds on the Healthy Hawaii Initiative; and

WHEREAS, the Healthy Hawaii Initiative incorporates the intentions of the tobacco settlement fund by targeting physical inactivity, tobacco use, and poor nutrition; and

WHEREAS, prominent features of the Healthy Hawaii Initiative include school health programs, community grants, education for health professionals, and a communication campaign, "Start Living Healthy"; and

WHEREAS, Youth Coalitions for Healthy Living needs help in addressing the health issues of youth and families in their communities, especially with regard to smoking; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Legislature is urged to support the Youth Coalitions for Healthy Living in reaching the goals of the Department of Health's Healthy Hawaii Initiative; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health.
