RESOLUTION
REQUESTING A PERFORMANCE REVIEW OF THE OAHU METROPOLITAN PLANNING ORGANIZATION.
WHEREAS, traffic conditions on Oahu continue to worsen; and
WHEREAS, the Oahu Metropolitan Planning Organization is the only existing metropolitan planning organization on Oahu with the potential ability to identify transportation needs and the future transportation investments required to meet those needs; and
WHEREAS, the Legislature requires adequate information to understand the full magnitude of Oahu's transportation needs and the actions needed to address those needs; and
WHEREAS, other metropolitan planning organizations have been successful in identifying transportation needs and the actions needed to respond to those needs utilizing all appropriate modes of transportation; and
WHEREAS, other metropolitan planning organizations have been successful in developing regional transportation plans complying fully with federal regulations while delineating additional transportation projects, land use actions, programs, policies, guidelines, and other remedies needed to sustain and enhance mobility and quality of life; and
WHEREAS, on the other hand, the Oahu Metropolitan Planning Organization has been successful in developing regional transportation plans complying fully with federal regulations but has not satisfactorily delineated additional transportation projects, land use actions, programs, policies, guidelines, and other remedies needed to sustain and enhance mobility and quality of life on Oahu; and
WHEREAS, Oahu's transportation problems have become so acute as to threaten the continued economic viability of the State; and
WHEREAS, Oahu's transportation problems will only worsen as the population of the island continues to grow; and
WHEREAS, public transportation will play an increasingly important role in meeting the mobility needs of all Hawaii residents, attracting visitors, and reinvigorating the State's economy; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Governor is requested to order an independent performance evaluation of the Oahu Metropolitan Planning Organization to be conducted by a panel appointed by the Governor in consultation with the Speaker and the Minority Leader of the House of Representatives, the President and Minority Leader of the Senate, the Mayor of the City and County of Honolulu, and the City Council of the City and County of Honolulu; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Transportation, the Director of Transportation Services of the City and County of Honolulu, the Executive Director of the Oahu Metropolitan Planning Organization, and the members of Oahu Metropolitan Planning Organization Policy Committee.
