HOUSE CONCURRENT

RESOLUTION

 

URGING the State Department of Transportation TO Take an Active Role in Planning for and ProviDInG Public Transportation Both on Oahu and in the NEIGHBOR ISLAND COUNTIES.

 

 

WHEREAS, traffic conditions in all four counties continue to worsen; and

WHEREAS, every additional housing development further strains our already overloaded transportation system; and

WHEREAS, an integrated approach to transportation utilizing all appropriate modes of transportation is needed; and

WHEREAS, convenient and efficient modal interfaces are critical to the smooth functioning of an integrated transportation system; and

WHEREAS, the counties do not have the authority to achieve full integration of the transportation system within each county or to integrate the systems linking the counties; and

WHEREAS, the state Department of Transportation has an Airports Division, a Harbors Division, and a Highways Division; and

WHEREAS, the state Department of Transportation does not have a division focusing on public transportation; and

WHEREAS, the state Department of Transportation has actively supported investigating the unmet public transportation needs of the City and County of Honolulu as a participant on the Governor's Transportation Task Force and has been an active advocate of the Task Force's recommendations, but has no significant ability to address and respond to the public transportation components of those recommendations; and

WHEREAS, the state Department of Transportation is actively investigating the unmet public transportation needs in the counties of Hawaii, Kauai, and Maui, but has no significant ability to address and respond to those needs; and

WHEREAS, the majority of other state departments of transportation are actively investigating the unmet public transportation needs of their states and have a significant ability to address and respond to those needs without imposing unfunded mandates on local governments and agencies; and

WHEREAS, public transportation will play an increasingly important role in meeting the mobility needs of all Hawaii residents; and

WHEREAS, federal, state, and county authorities must collaborate to fully meet the transportation needs of the State; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2004, the Senate concurring, that the Department of Transportation is requested to take an active role in planning for and providing public transportation in all four counties of the State of Hawaii without imposing unfunded mandates on local governments and agencies; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Transportation, the directors of each of the county departments responsible for transportation, the Executive Director of the Oahu Metropolitan Planning Organization, and the Oahu Metropolitan Planning Organization Policy Committee.
