A BILL FOR AN ACT

 

relating to drivers education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $        , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, to:

(1) Provide each high school with not less than one part-time teacher position or one part-time instructor position, or both, to teach driver and traffic safety education for credit (ACCN: RS20; 0.50 credit);

(2) Subsidize          per cent of the cost of private drivers education instruction for students who qualify for free or reduced priced meals as determined by the department of education pursuant to departmental rules concerning the school lunch program; and

(3) Provide each high school with a certified drivers education instructor when the (mathematical) product of: (A) the number of qualified students planning to enroll in a drivers education program; and (B) the average cost of private drivers education instruction in the State, exceeds the cost of providing a high school with a certified drivers education instructor.

SECTION 2. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2003.
