A BILL FOR AN ACT

 

relating to capital improvements pertaining to the university of hawaii.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $656,020,000 or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2003-2004 and 2004-2005, for the purpose of financing the following capital improvement projects for the university of Hawaii:

(1) Capital improvements program staff costs for university of Hawaii, statewide.

Plans, design, and construction for costs relating to wages and fringe benefits for permanent and non-permanent, project-funded staff positions and related expenses for the implementation of capital improvement program projects for the university of Hawaii.

(3) Fire safety code compliance, university of Hawaii, statewide.

SECTION 2. The sums appropriated for the respective

capital improvement projects set forth in section 1 shall be

expended by the university of Hawaii for the purposes of

this Act.

SECTION 3. There is appropriated out of other federal funds of the State of Hawaii the sum of $10,000,000 or so much thereof as may be necessary for fiscal year 2003-2004, for the following capital improvement project:

(1) United States Department of Agriculture fruit fly facility in Waimanalo, Oahu.

Construction of a fruit fly facility in Waimanalo. This project is deemed necessary to qualify for federal aid financing and/or reimbursement.

SECTION 4. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 5. This Act shall take effect on July 1, 2003.
