A BILL FOR AN ACT

 

relating to pawnbrokers.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 445-134.17, Hawaii Revised Statutes, is amended to read as follows:

"[[]§445-134.17[]] Recordkeeping[.]; reporting. (a) A copy of all pawn transactions shall be kept on the pawnshop premises and shall be open to inspection by the proper authorities for a period of one year after the maturity date.

(b) Every pawnbroker shall submit to the police chief in each county a report on Friday of each week of all pledged goods deposited with or otherwise actually delivered into the possession of the pawnbroker in the prior week. The report shall describe each item briefly and accurately and include:

(1) Serial numbers;

(2) Numbers or other identifying marks applied by the owner;

(3) Engravings;

(4) Inscriptions;

(5) Manufacturer's brand name;

(6) Model name or number; and

(7) Any other identifying marks or symbols.

(c) Upon receiving the report provided in subsection (b), the police chief in each county shall make the report available to the public for at least thirty days following receipt of the report."

SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
