A BILL FOR AN ACT
relating to community resource center for grants and public funding.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that evidence-based practices, as indicated by a model (City Connect Federal Grantsmanship Network) that was piloted during 1994-1996 by the New York Regional Association of Grantmakers, establish the fact that targeted grant information and technical assistance in grant-seeking and grant-writing increased federal funding to the state of New York. Furthermore, a study, The Status of Private and Public Funding, undertaken through a Hawaii Community Foundation fellowship, provided evidence that while giving by the nation’s 56,600 grant-making foundations rose seventy-three per cent from 1997 to 2000, Hawaii nonprofits experienced only two positive funding phases in 1997 and 1999. It was also learned that during the philanthropic boom years, mainland funding for Hawaii’s nonprofits came primarily from the Harry and Jeanette Weinberg Foundation.
The legislature finds that to further assist nonprofits to be more competitive on the national level, there needs to a resource central, a system where grants information can be researched, collected, and disseminated on a comprehensive and timely basis. The purpose of this Act is to support the creation of such a resource central system.
SECTION 2. There is created within the lieutenant governor's office a resources central system through which:
(1) Immediate provision of information on private and public funding can be accessed via telephone or the Internet;
(2) Dissemination of data regarding private and public funding streams over time will be available;
(3) Grant-seeking and related services will be provided via a virtual resource system that will:
(A) Disseminate abbreviated and targeted information on grant announcements;
(B) Serve as a brokerage service between the grant-seeker and grant-writer; and
(C) Track information on funding streams.
(4) Grant searches can be conducted;
(5) Culturally-relevant training methods and materials can be created that will enhance resource development and management competencies;
(6) Training on the use of the materials can be conducted; and
(7) Nonprofit research can be conducted on the effectiveness of program implementation, program evaluation, and system shortcomings.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, and the same sum, or so much thereof as may be necessary for fiscal year 2004-2005, for the purposes of this Act.
SECTION 4. The sums appropriated shall be expended by the office of the lieutenant governor for the purposes of this Act.
SECTION 5. This Act shall take effect upon its approval, except that sections 3 and 4 shall take effect on July 1, 2003.
