A BILL FOR AN ACT

 

relating to procurement code.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that after a state contract for a construction project is awarded, the project may not run smoothly because of a lack of communication among the parties involved. The legislature believes that a pre-job conference would enable the parties to discuss the project before the actual work is begun. This will ensure that any potential problems are resolved before the actual work is commenced.

The purpose of this Act is to require a pre-job conference after a state construction contract is awarded.

SECTION 2. Chapter 103D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§103D-    Pre-job conference. Any contract awarded for a construction project subject to section 103D-302, 103D-303, 103D-304, 103D-305, 103D-306, or 103D-307 shall require a pre-job conference that shall take place before any work on the project is commenced to ensure that potential problems are addressed and resolved. The pre-job conference shall require the participation of representatives from the state or counties, the contractor, and all subcontractors for the project covered by the contract."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
