A BILL FOR AN ACT

 

relating to feasibility of constructing an exercise path along the waianae coast.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. (a) The department of accounting and general services shall consult with the department of land and natural resources, the department of transportation, any other state agency, and the city and county of Honolulu, if necessary, to determine the feasibility of constructing an exercise path along the Waianae coast from Maile beach park to Makaha surfing beach. The department of accounting and general services shall include the following in its determination:

(1) The availability of land along the Waianae coast from Maile beach park to Makaha surfing beach;

(2) The optimal dimensions and route of the exercise path that will adequately serve the purpose of providing space for individuals to engage in exercise activities while ensuring safety for users, pedestrians, and vehicular traffic;

(3) The optimal mix of types of exercise use to be permitted, including walking, running, jogging, bicycling, use of roller-skates or roller-blades, skateboards, scooters, and any other type of exercise use, as well as the possible prohibition of any specific type of exercise use; and

(4) The projected cost of constructing an exercise path, including plans, design, construction, and possible acquisition of land for the optimal route and any other alternative routes.

(b) The department shall report its findings and recommendations to the governor and the legislature no later than twenty days prior to the convening of the regular session of 2004.

SECTION 2. This Act shall take effect upon its approval.
