A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there is a woeful shortage of teachers serving the leeward area of Oahu and other rural areas of the State. The legislature believes that this shortage may be greatly alleviated by the establishment of a college of education at the University of Hawaii-West Oahu. The legislature believes that graduates of the college will share an affinity to the surrounding environment of the college and will choose to serve in that community. The purpose of this Act is to establish a college of education at the University of Hawaii-West Oahu.
SECTION 2. Chapter 304, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§304- Creation of a college of education at the University of Hawaii-West Oahu. There shall be a college of education at the University of Hawaii-West Oahu, to be under the direction of a dean or director who shall be appointed by the president with the approval of the board of regents. Subject to the availability of funds, faculty, and facilities, the college shall offer such courses of study as may be deemed appropriate and confer such degrees as may be authorized by the board of regents."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, for establishing a college of education at the University of Hawaii-West Oahu.
SECTION 4. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect on July 1, 2003.
