A BILL FOR AN ACT
Making an APPROPRIATION FOR SCHOOL SECURITY GUARDS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that voluntary training programs exist for school security guards and that no certification or prior experience is currently required to become a school security guard. The purpose of this Act is to ensure that guards meet certain minimum standards in the interest of public safety on campus.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2003-2004 and the same sum or so much thereof as may be necessary for fiscal year 2004-2005 to establish a mandatory basic training program for school security guards; provided that the sums appropriated shall be added to the base budget request of the department of education.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
