A BILL FOR AN ACT

 

making an appropriation for capital improvement projects for the twenty-fourth representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as may be necessary to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State for fiscal year 2004-2005:

1. Manoa Elementary School

Electrical system upgrade $ 300,000

Covered play court

Design, construction, and equipment to provide ground and site improvements for physical education instruction, intramurals, large assemblies, and A+ program activities during the year, especially during the rainy season. The community will be able to use the facilities during nonschool hours. 500,000

Fire access road improvements

Design and construction to widen the existing fire access road to code, and provide parking stalls in intermittent sections on the mauka side of road. 150,000

Ramps for handicapped access

There are currently no uninterrupted handicapped access ramps from the office walkways to the classroom buildings. 150,000

2. Noelani Elementary School

Multi-storied building

Design and construction for a new multi-storied building to accommodate four new special education classrooms, restrooms, storage areas, and six additional rooms for testing, observations, meetings, and special services (occupational therapy, physical therapy, school-based behavioral health, and speech/language therapy) to accommodate the growing population of special education students with a wide range of disabilities. This facility would include a preschool with the appropriate restroom and playground facilities. $ 2,500,000

Multi-purpose covered play court

Design and construction for a multipurpose covered playcourt to be used by the school for physical education instruction, large assemblies, and A+ programs and the area will be available to the community for use during nonschool hours. 2,000,000

Two-story cafeteria

Design and construction for a new two-story cafeteria to replace the old building that is antiquated and in disrepair. 1,750,000

Eight classrooms

Design and construction for eight new classrooms, restrooms, and storage areas to accommodate the growing population of students. 3,000,000

Tiled roadway near Woodlawn Drive

Design and construction for a tiled roadway parallel to Woodlawn Drive; this is a means to coordinate efforts with the department of transportation's traffic management office. 400,000

Library expansion and improvements 1,000,000

Improvements and expansion for the existing library, including planning and design, to include multi-media facilities and computer lab.

Two elevators for the handicapped

Design and construction for two handicapped elevators from the ground level to the second floor of A and B Buildings. This would also include construction of a refuge area for wheelchair individuals in case of fire. 750,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2004.
