A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the forty-third representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2004-2005.

1. To be expended by the department of accounting and general services:

A. Ewa elementary school, Oahu

Design, construction, and equipment for a six-classroom building.

Design $360,000

B. Ewa elementary school, Oahu

Design and construction for renovation and upgrade of electrical system.

Design, construction, and equipment to upgrade and install additional parking lot lights.

2. To be expended by the department of transportation:

A. Kamokila boulevard, Oahu

Extension of Kamokila boulevard to Roosevelt avenue.

Total funding $4,300,000

B. North-South road, Oahu

Phases I and II from Kapolei parkway to H-1 freeway.

Phase 1: Interim road (Phase 1A and 1B; 3 lanes, Waianae-bound off ramp, Honolulu-bound on ramp, one under-crossing, interim drainage).

Total funding $65,000,000

Phase 2: Build out remaining three lanes; complete interchange.

Total funding $85,000,000

C. Fort Weaver road widening, Oahu

(1) Fort Weaver road intersection improvements, vicinity of Laulaunui street.

Pave two twelve-foot through lanes on Fort Weaver road at the Laulaunui street intersection; excavate embankments south of the intersection; relocate gutters north of the intersection; install curb and gutters on the south side of the intersection; construct retaining walls; relocate and upgrade adjacent shared-use path; eliminate ponding problem at the Laulaunui street intersection; install curb ramps; install city's camera and ductline system; relocate utilities and bus facilities; install pavement markings; and modify the existing traffic control system.

Total funding $7,900,000

(2) Fort Weaver Road widening, vicinity of Aawa drive to Geiger road.

Widen Fort Weaver road from four lanes to six lanes; relocate acceleration and deceleration lanes; reconstruct channelized islands and curb ramps; construct retaining walls; adjust inlet boxes; relocate shared-use path; install curb and gutters; install guardrails and concrete barriers; install city's camera system; relocate utility pullboxes, and manhole frames and covers; modify traffic signal systems and street lighting; relocate existing irrigation lines and spray heads; restore landscaping median; adjust driveways; relocate bus stops and install pavement marking, signing, and striping.

Total funding $18,000,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2004.
