A BILL FOR AN ACT
RELATING TO ABANDONED VEHICLES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 290, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§290- Amnesty period for delinquent owners. Notwithstanding any other provision of law to the contrary, no penalties, fines, fees, expenses, or arrearages owing to the State or any county based on the use or ownership of a motor vehicle shall apply to a legal and registered owner of a vehicle who, after June 30, 2004:
(1) Receives written notice under section 290-2 that the county has taken custody of the vehicle as an abandoned vehicle;
(2) Repossesses the vehicle prior to its disposition by public auction; and
(3) Disposes of the vehicle as junk prior to July 1, 2006."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on July 1, 2004.
