A BILL FOR AN ACT

 

relating to solid waste management.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The department of health shall determine the feasibility of:

(1) Mining landfills in the State to extract recyclable materials for reprocessing, reuse, or sale;

(3) Identifying uses and residual markets for the recycled products recovered under paragraph (1); and

(3) Mining landfills in the State to determine whether any waste material prohibited by law or department of health rules was dumped into the landfill, the extent to which the prohibited material exists in the landfill, and how best to remediate the problem.

SECTION 2. The department of health shall submit a report containing the department's findings, recommendations, cost and revenue estimates, and draft implementing legislation to the legislature not later than twenty days prior to the convening of the 2005 regular session.

SECTION 3. This Act shall take effect upon its approval.
