A BILL FOR AN ACT

 

RElating to capital improvement projects for the benefit of the forty-seventh representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $11,325,000 or so much thereof as may be necessary, for fiscal year 2003-2004, for the following capital improvements in the forty-seventh representative district:

1. To be expended by the department of transportation:

A. Create a right turn lane at East Hui Iwa and Kahekili Highway, and add extra lane on Kahekili Highway from West Hui Iwa to East Hui Iwa, Oahu.

Design $180,000

Construction $1,200,000

Total Funding $1,380,000

2. To be expended by the department of land and natural resources:

A. Heeia State Park, Oahu. Extensive renovations and improvements to main roof, structural beams, and lanai roof of main hall building leased to the Friends of Heeia State Park to correct for long term termite damage. Provide termite treatment of structure.

Design $10,000

Construction $140,000

Total Funding $150,000

B. Kahana Valley State Park, Oahu. Design and construction of sewage system improvements for three comfort stations and park orientation building.

Design $25,000

Construction $900,000

Total Funding $925,000

3. To be expended by the department of accounting and general services:

A. Kahuku High & Intermediate School, Oahu.

1. Land purchase for school expansion

Purchase of land $1,000,000

Total funding $1,000,000

2. Convert storage area at rear of Building H to be JROTC classroom. Install electrical outlets and telephone service.

Design $30,000

Construction $280,000

Total Funding $310,000

B. Hauula Elementary School, Oahu.

1. Purchase land and building adjacent to present school property.

Purchase of land & building $500,000

Improvements $1,000,000

Total Funding $1,500,000

C. Kaaawa Elementary School, Oahu.

1. Construct new combination administration and library building.

Planning $200,000

Design $500,000

Construction $4,300,000

Total Funding $5,000,000

D. King Intermediate school, Oahu.

1. Installation of covered bus port

Design and construction $350,000

Total funding $350,000

E. Waiahole Elementary School, Oahu.

1. Installation of a roof over the Pre K outdoor play area.

Design and construction $60,000

2. Pave driveway leading down from the school back gate to inner courtyard area.

Design and construction $100,000

3. Create a paved bus lane from the back gate to the cafeteria area.

Design and construction $250,000

F. Ahuimanu Elementary School, Oahu.

1. Expansion of Administration Bldg. To include health room, teacher workroom and equipment and appurtenances with storefront for surveillance and security.

Design and construction $300,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2004.
