A BILL FOR AN ACT
relating to capital improvements PERTAINiNG TO HIGHER EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2004-2005:
1. To be expended by the University of Hawaii:
A. University of Hawaii—systemwide
Plans, design, and construction for capital renewal and deferred maintenance.
Total funding $30,000,000
B. University of Hawaii—systemwide
Design, construction, and equipment for fire safety code compliance.
Total funding $649,000
C. University of Hawaii—systemwide
Design and construction for health, safety, and code requirements.
Total funding $380,000
D. University of Hawaii—systemwide
Plans, design, and construction for infrastructure improvements.
Total funding $1,439,000
E. University of Hawaii at Hilo
Plans for a college of Hawaiian language building.
Total funding $250,000
F. University of Hawaii at Hilo
Design, construction, and equipment for phase I of the student life and events complex.
Total funding $34,949,000
G. University of Hawaii at Hilo
Design, construction, and equipment for a science and technology building.
Total funding $26,430,000

Plans, design, construction, and equipment for a pharmacy building.

Land acquisition and equipment for the institute for astronomy, advanced technology research center at Kula.

Design, construction, and equipment for an urban garden center multi-purpose building.

Plans, design, construction, and equipment for the renovation of student housing facilities.

Design, construction, and equipment for phase 1 of the development of the West Oahu campus.

Design and construction of portable buildings or trailers and accompanying walkways.

Design and construction to repair and upgrade air conditioning.

O. Kapiolani community college
Land acquisition, design, and construction for the development of the cannon club site for the culinary arts program.

P. Leeward community college, Oahu
Design, construction, and equipment to renovate the second floor and to air condition the first floor of the campus center building for the food service program.

Q. Maui community college
Design, construction, and equipment for renovations for the student services building.
Total funding $13,036,000
R. Kauai community college
Construction and equipment for the one-stop center building.
Total funding $19,787,000
2. To be expended by the college of tropical agriculture and human resources at the university of Hawaii at Manoa:
A. Komohana research and outreach center, Hilo, Hawaii
Design, construction, and equipment to transform space at the Komohana agricultural complex into state-of-the-art laboratories, laboratory support spaces, conference rooms, classrooms, and offices.

B. Waimanalo research and outreach center, Waimanalo, Oahu
Plans for the development of a research and outreach center at the Waimanalo research station and on the adjacent site of the former Meadow Gold Dairies Waimanalo Dairy.
Total funding $330,000
C. Molokai cooperative extension office, Hoolehua, Molokai
Design, construction, and equipment for a new office building for the Molokai cooperative extension office.
Total funding $1,092,000
D. Ellison Onizuka cooperative extension office, Kealakekua, Hawaii
Construction of a new Kona extension office building at the University of Hawaii center at West Hawaii.
Total funding $1,726,000
E. University of Manoa campus plant growth facility, Honolulu, Oahu
Design, construction, and equipment for four controlled-environment plant growth chambers for genetically modified plants and a workroom for biotechnology research.
Total funding $1,128,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2004.
