A BILL FOR AN ACT

 

relating to drug counselors.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-A Substance abuse treatment special fund. There is created in the state treasury a special fund to be designated as the substance abuse treatment special fund into which shall be deposited annually $1,000,000 of all moneys collected pursuant to section 244D-4. Proceeds from the fund shall be used by the department of education to hire drug counselors for middle, junior high, and high schools in the State."

SECTION 2. Section 244D-17, Hawaii Revised Statutes, is amended to read as follows:

"[[]§244D-17[]] Disposition of revenues. All moneys collected pursuant to this chapter shall be paid into the state treasury as state realizations, to be kept and accounted for as provided by law[.]; provided that a sum not to exceed $1,000,000, from all liquor tax revenues realized by the State shall be deposited in the state treasury in each fiscal year to the credit of the substance abuse treatment fund."

SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
