A BILL FOR AN ACT
RELATING TO school community based management councils.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that school/community-based management councils are a key element of grassroots participation in the public school system. The councils provide for inclusive decision-making and help to empower schools by providing decision-makers at the school level. In order to be effective in providing school-level support and oversight, the councils must be empowered with not only policy-making but also decision-making authority on certain school matters.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- School/community-based management councils; powers and responsibilities. The school/community-based management councils shall be responsible for establishing policies for their respective school complexes. The policies shall be implemented by school principals. The councils shall advise schools on school-level decisions; provided that the councils shall be authorized to conduct the following activities:
(1) Hiring of a principal from a list of three names submitted by the department;
(2) Determining priorities for facilities;
(3) Conducting curriculum matters; and
(4) Calendaring school matters and activities."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
