A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 302A-625, Hawaii Revised Statutes, is amended to read as follows:

"§302A-625 Educational officers' salary schedules. (a) The salary schedule for all educational officers of the department shall be negotiated pursuant to section 89-9[.]; provided that the lowest annual salary rate for educational officers shall not be less than one hundred twenty per cent of the highest annual salary rate for teachers.

(b) For purposes of this section, "highest annual salary rate for teachers" means the highest annual salary rate allowable under the most recently ratified collective bargaining agreement for public school teachers for which the legislature has appropriated moneys for all cost items pursuant to section 89-10."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2004-2005 for salaries for educational officers as required by this Act.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

SECTION 4. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 5. This Act shall take effect on July 1, 2004.
