A BILL FOR AN ACT

 

relating to youth involvement.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature supports youth development programs that address problem behaviors of at-risk youth. Studies that have evaluated such youth development programs report direct behavioral changes relating to reduced problem behaviors in at-risk youth, improved self-esteem and self-confidence, greater senses of competence and control among vulnerable youth, improved personal and social skills, greater success in academic achievements, and clarified academic and career goals.

The legislature further finds that our youth are a valuable resource and one of our greatest assets. Our youth should be provided opportunities that encourage community service and civic involvement. At all levels, government should seek youth input and enhance communications between youth and government. If our youth, especially our at-risk youth, are given opportunities to maximize their potential and value, they will have lasting positive impacts on our state and local communities.

The purpose of this Act is to establish Youth Involvement Recognition Week and Day in March as an annual week and day to honor and affirm youth development programs, services, policymakers, governmental agencies, and educational entities that have successfully developed youth participation and involvement programs and, of equal importance, to honor the youth who have made contributions to the success of these youth development program efforts.

SECTION 2. Chapter 8, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§8-    Youth Involvement Recognition Week and Day. The last week of March shall be known and designated as "Youth Involvement Recognition Week". The last Thursday in March shall be known and designated as "Youth Involvement Recognition Day". This week and day are not and shall not be construed to be a state holiday."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
