A BILL FOR AN ACT

 

making an appropriation for a youth summit.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the youth are the future of our islands and that, therefore, all efforts should be made to encourage them to actively participate in shaping the community in which they live. The legislature further finds that our youth need a platform to ensure that their interests are represented and that they have unfettered access to share information and opinions with Hawaii's decision-makers.

The purpose of this Act is to appropriate funds to the office of youth services to conduct a youth summit, wherein Hawaii's youth may have a forum to discuss issues of import to them and to allow them to play an active role in improving the living conditions of the young citizens of Hawaii.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2004-2005, to the office of youth services in partnership with the department of education to conduct a youth summit or forum to discuss issues and ideas of importance to Hawaii's youth.

SECTION 3. The sum appropriated shall be expended by the department of human services for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2004.
