A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the thirteenth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2003-2004:
1. To be expended by the department of accounting and general services:
A. Lanai veteran's cemetery, Lanai
Plans, land acquisition, design, construction, and equipment for water storage facilities and an irrigation system; provided that the county of Maui provides a one-to-one match of in-kind services.

B. Molokai electric plant, Molokai
Design and equipment for telecommunications development.
Total funding $150,000
C. Additional telemedicine infrastructure development, statewide
Plans, design, and equipment for telemedicine infrastructure development for Lanai family health center, Hana community health center, and Molokai family health center; provided that the three medical facilities develop a plan in partnership with each other.
Total funding $100,000
D. Lanai community hospital, Lanai
Construction and equipment to renovate the kitchen.
Total funding $25,000
E. Agricultural park, Lanai
Plans, design, and construction to develop the infrastructure for an agricultural park.
Total funding $450,000
F. Haiku elementary school, Maui
Design and construction for school playground, park fencing, sidewalks, and school zone signs from Haiku elementary school to Kaihiapo road.
Total funding $200,000
G. Government buildings, Lanai, Molokai, east Maui
Plans, design, construction, and equipment for installation of photovoltaic systems in government buildings for the 13th representative district.

H. Kitchen in Lanai, Lanai
Design and construction for a certified kitchen.

I. Haiku school, Maui
Construction to upgrade electricity, replace window and door jambs, and replace eleven doors.

J. Hana high and elementary schools, Maui
Construction to re-roof classrooms and administration buildings, replace double doors, replace kitchen hood, and remove playground equipment.

K. Kaunakakai school, Molokai
Construction to paint interior and exteriors, replace louv howe, and replace light fixtures.

L. Kualapuu school, Molokai
Construction to paint interior and exterior.

M. Kula school, Maui
Construction to replace detector check, paint exteriors, and paint facia.
Total funding $96,000
N. Lanai high and elementary schools, Lanai
Construction to replace windows, replace hot water heater, install termite tent, install receptacles, and replace gutters.

O. Maunaloa school, Molokai
Construction to re-roof building A, replace screens, replace kitchen doors, resurface parking lot, extend parking lot, and assist cesspool project.
Total funding $315,000
P. Molokai high and intermediate schools, Molokai
Construction to paint waterproof exterior, waterproof back wall, install security screeners, construct wall, install screens, renovate cafeteria, and provide new roofs and air conditioning.

2. To be expended by the department of transportation:
A. Airports for the county of Maui, Maui
Construction and equipment for improved inspection of incoming baggage to detect alien species, fruits, and vegetables at all Maui county airports.

B. Quarantine facilities at Kahului and Maui airports, Maui
Plans, design, construction, and equipment for a quarantine facility at Maui airport.
Total funding $405,000
C. Manele harbor, Lanai
Design and construction to pave Manele harbor parking lot.
Total funding $40,000
D. Bridge, Molokai
Plans, design, and construction for a bridge next to Meyer's place.
Total funding $221,000
3. To be expended by the department of land and natural resources:
A. Lana'ihale watershed protection, Lanai
Construction and equipment for fencing to protect the existing watershed area from feral animals and ungulates.

B. Campgrounds, east Maui
Plans, land acquisition, design, and construction for maintenance of existing campgrounds, and development of additional campgrounds.
Total funding $725,000
C. Keomoku Church, Lanai
Design and construction to repair Keomoku Church.
Total funding $30,000
4. To be expended by the county of Maui:
A. Cultural learning center, Molokai
Plans, design, and construction for a cultural learning center at Malama park and Palaau park and for visitor coordination centers.
Total funding $200,000
B. Kalaupapa museum, Molokai
Plans, land acquisition, design, construction, and equipment for a museum to perpetuate Kalaupapa's unique history and to store information, documents, and mementos of Kalaupapa's history and culture.
Total funding $585,000
C. Molokai electric plant, Molokai
Plans, design, and construction to clean up the old Molokai electric plant, build a shared warehouse for new and existing business, and establish a business incubator and movie theatre; provided that the federal government provides a one-to-one match in funds.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $5,860,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2003-2004 and 2004-2005 for the following capital improvement projects:
(1) Lanai high and elementary school, Lanai
Design, construction, and equipment for a classroom building, ground and site improvements, equipment, and appurtenances.

SECTION 4. The appropriations made for the capital improvement projects authorized in section 3 of this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 5. The sums appropriated for the capital improvement projects set forth in section 3 shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 6. This Act shall take effect on July 1, 2003.
