A BILL FOR AN ACT

 

relating to public works.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The purpose of this Act is to reduce water costs and waste in public schools by mandating retrofits of public school restroom faucets at the kindergarten and elementary grade school level with mechanisms that automatically shut off water flow after a certain period of time.

SECTION 2. Public school restroom facilities serving kindergarten and the elementary school grades shall be retrofitted with faucets equipped with mechanisms that automatically shut off water flow. Retrofits pursuant to this Act shall be conducted during the renovation or repair of the facility. New public school restroom facilities serving kindergarten and elementary school grades shall be equipped with faucets that automatically shut off water flow. At least one faucet in the public school restrooms affected by this Act shall be equipped with a faucet that does not have an automatic shut off feature.

SECTION 3. This Act shall take effect upon its approval, provided that renovations and repairs whose funds are already encumbered as of the effective date of this Act shall be exempted from the requirements of this Act until such time as another renovation or repair is conducted.
