A BILL FOR AN ACT

 

RELATING TO PRISON ALTERNATIVES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is established within the department of public safety a pilot program designed to establish puuhonua healing centers under the direction of e hoopakele. This pilot program shall employ restorative justice and alternative prison programs in the county of Hawaii that are designed to:

(1) Accelerate the healing process of inmates, their families, and their communities, particularly through the use of hooponopono;

(2) Prevent male and female youths and adults from turning to criminal activity by assisting them in their efforts to lead productive lives in their communities;

(3) Promote respect for native Hawaiians and other cultures; and

(4) Assist inmates in the process of rehabilitation and reduce the recidivism rates for inmates who return to their communities.

SECTION 2. The director of public safety shall submit a progress report to the legislature detailing the status of the pilot program no later than twenty days prior to the convening of the regular sessions of 2004, 2005, and 2006.

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $1, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2003-2004 for the following project:

Puuhonua healing centers, Hawaii

Plans and design for puuhonua healing centers in the county of Hawaii.

SECTION 4. The appropriation made for the capital improvement project authorized in this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 5. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act in compliance with all applicable laws, including procurement laws under chapters 103 and 103D.

SECTION 6. This Act shall take effect on July 1, 2003, and shall be repealed on June 30, 2006.
