A BILL FOR AN ACT
RELATING TO PUBLIC EMPLOYEES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 78-13, Hawaii Revised Statutes, is amended by amending subsection (e) to read as follows:
"(e) All new salaried officers and employees[, except those belonging to bargaining units 5 and 7, hired on or after July 1, 1998, shall be paid on the same pay dates and for the same pay periods as non-salaried employees.] shall receive their paychecks on an after-the-fact basis, provided that new salaried officers and emp1oyees shall receive their paychecks no later than five days after the end of the pay period in which the new salaried officer or employee was initially hired and no later than five days after the end of subsequent pay periods.
Any salaried officer or employee who began employment during the period between July 1, 1998, and the effective date of this Act who has been paid on an after-the-fact basis inconsistent with the after-the-fact basis proposed in this subsection shall be entitled to receive, within three months of the effective date of this Act, a paycheck to bring that employee up to payment on an after-the-fact basis consistent with the basis proposed in this Act, and all salaried officers and employees shall thereafter be paid on this after-the-fact basis."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
