A BILL FOR AN ACT

 

making an appropriation for public school improvements.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

PART I

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $         or so much thereof as may be necessary and the same sum or so much thereof as may be necessary, is appropriated for fiscal years 2003-2004, and 2004-2005, for the following improvements to public schools:

(1) Repair and maintenance;

(2) Replacing playground equipment;

(3) Eliminating cesspools;

(4) Making playgrounds handicapped-accessible;

(5) Upgrading electrical service;

(6) Asbestos remediation;

(7) Heat abatement;

(8) Upgrading telecommunications service;

(9) Lead removal;

(10) Architectural barrier removal; and

(11) Minor capital improvement projects.

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 3. The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

PART II

SECTION 4. There is appropriated out of the state educational facilities improvement special fund the sum of $         or so much thereof as may be necessary for fiscal year 2003-2004 and the same sum or so much thereof as may be necessary for fiscal year 2004-2005 for the following improvements to public schools:

(1) Repair and maintenance;

(2) Replacing playground equipment;

(3) Eliminating cesspools;

(5) Upgrading electrical service;

(7) Heat abatement;

(8) Upgrading telecommunications service;

The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

PART III

SECTION 5. This Act shall take effect on July 1, 2003.
