A BILL FOR AN ACT
making an appropriation for the construction of multi-use trails in the puna district of the county of Hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the Rails-to-Trails Conservancy is working with policymakers at the national and state levels to making trail building possible. The federal transportation enhancements program is the largest source of funding for trail development, reimbursing states up to eighty per cent of project costs for certain eligible projects. There are a number of abandoned railway corridors in the Puna district of the county of Hawaii, and the existing Railroad Avenue formerly was a railway corridor. Construction of multi-use trails on former or abandoned railway corridors would provide the public with safe areas for bicycling, walking, and horseback riding.
The purpose of this Act is to authorize the issuance of general obligation bonds for the construction of multi-use trails along former railway corridors, including Railroad Avenue, in the Puna district in the county of Hawaii.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2003-2004, and 2004-2005, for the purpose of constructing multi-use trails along former railway corridors in the district of Puna, county of Hawaii.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 4. The sums appropriated shall be expended by the county of Hawaii for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2003.
