A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the seventh representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2003-2004:
1. To be expended by the department of accounting and general services:
A. Waikoloa elementary school, Hawaii
Construction to upgrade the school cafeteria so it can be used as an emergency shelter. The closest emergency shelter for Waikoloa residents is ten miles away.

B. Kealakehe High School, Kailua-Kona, Hawaii
Construction of dugouts for playfield which cannot be used until dugouts are built.
Construction $25,000
Total funding $25,000
C. Waimea elementary School, Waimea, Hawaii
Construction to install security lighting and upgrade door security in response to break-ins.
Construction $50,000
Total funding $50,000
2. To be expended by the county of Hawaii:
A. Paniolo road, Hawaii
Construction to complete the primary sidewalk through Waikoloa. Seniors and children now walk on the road where traffic speed is 35-mph.
Construction $250,000
Total funding $250,000
B. Multi-purpose senior center, Kailua-Kona, Hawaii
Plans and site selection for a multi-purpose senior center.
Plans $100,000
Total funding $100,000
C. Waimea Senior Center, Waimea, Hawaii
Construction to repair and maintain historic buildings by removing or encapsulating asbestos and lead paint, shoring up buildings, upgrading restrooms to ADA standards, and connecting sewer lines.
Construction $250,000
Total funding $250,000
3. To be expended by the department of business, economic development, and tourism:
A. Natural energy laboratory of Hawaii authority,
Kailua-Kona, Hawaii
Plans, design, and construction to replace existing pump station structure that is eroded and needs emergency repair as it is on the verge of collapse.

Design $45,000
Construction $840,000
Total funding $930,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2003.
