A BILL FOR AN ACT

 

making an appropriation for a national korean war museum in hawaii.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the establishment of a National Korean War Museum in Hawaii would be a significant positive asset for tourism and economic development, as well as a way of rendering honor and esteem to the over six million American heroes who sacrificed so much during this chapter of the Cold War. Hawaii is an appropriate site for the War Museum because this State suffered the highest percentage of casualties of all the states in the Union during the Korean War.

The legislature further finds that during this year, which combines the centennial of Koreans' arrival in Hawaii, and the fiftieth anniversary of the Korean War, a National Korean War Museum will be of great significance to bringing Korean tourists and veterans to Hawaii.

The National Museum will be a valuable place of study and learning and also will provide a place of solace, where veterans can come for their unit reunions and where future generations can learn the true story of the sacrifices for freedom made by our Korean War heroes.

The purpose of this Act is to appropriate funds for the construction of a National Korean War Museum in Hawaii.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $20,000, or so much thereof as may be necessary for fiscal year 2003-2004, for the establishment of a National Korean War Museum in Hawaii; provided that no funds shall be made available under this Act unless combined donations from the federal government, government of Korea, Korean corporations, United States corporations, as well as from the citizens of Hawaii and other states, provide $2 in funding for every $1 of state funds expended under this Act.

SECTION 3. The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
