A BILL FOR AN ACT
RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $1 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal years 2003-2004 and 2004- 2005 for the construction of classroom space at Princess Nahienaena elementary school in Lahaina, Maui, to accommodate the expansion of the Hawaiian language immersion program at this elementary school.
SECTION 2. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2006, shall lapse as of that date.
SECTION 3. The sums appropriated in section 1 of this Act shall be expended by the department of accounting and general services for the purposes of this Act.
PART II
SECTION 4. The following sums or so much thereof as may be necessary for fiscal year 2003-2004 and fiscal year 2004-2005 are appropriated from moneys in the treasury received from general revenues and special funds to finance the following cost items at Princess Nahienaena elementary school located in Lahaina, Maui. The letter symbols used after the specific appropriations indicate the source of financing and have the following meaning: (A) general revenue funds, (B) special funds.
FY 2003-2004 FY 2004-2005
(1) Purchase of the necessary $1A $1A
classroom supplies, $1B $1B
including furniture, for the Hawaiian language immersion program
(2) Purchase of the necessary $1A $1A
curriculum for the $1B $1B
Hawaiian language immersion program
(3) Employment of as many $1A $1A
teachers as deemed $1B $1B
necessary by the program to meet the requirements of the Hawaiian language immersion program.
SECTION 5. The sums appropriated shall be expended by the department of education for the purposes of this Act.
PART III
SECTION 6. This Act shall take effect on July 1, 2003.
