A BILL FOR AN ACT

 

making an appropriation for an access road for kailua high school.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that Kailua High School is located in the heart of a residential community serving residents of both Kailua and Waimanalo, and that there is only a single 19-foot wide roadway permitting access to both its campus and its playing fields.

The legislature finds that this single roadway creates a safety hazard by limiting access by emergency vehicles when special events held at the school clog the Pohakupu subdivision with traffic and parked cars.

The legislature finds that students commuting from Waimanalo, Enchanted Lake and Keolu Hills compete with 9000 vehicles entering the intersection at Castle Medical Center in rush-hour traffic, creating a daily bottleneck and greatly increasing commute times for much of the population in Kailua.

The legislature finds that the Kailua High School access road is much-needed investment in basic infrastructure that enjoys widespread community support and would significantly improve rush hour traffic flow in Kailua.

The legislature finds that several area businesses, recognizing the importance of this access road to the community, have volunteered to contribute labor and materials to this project to decrease the state's share of the cost. Also, the City and County of Honolulu has agreed to maintain the road.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2003-2004, for the design, planning, and construction for the new Kailua High School access road.

SECTION 3. The sum appropriated shall be expended by the Department of Accounting and General Services for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2003.
