A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that:

(1) The college of Hawaiian language was established at the University of Hawaii at Hilo to serve as a focal point for a statewide effort to revitalize the Hawaiian language for all the people of Hawaii through the use and study of the language;

(2) Four new century charter schools have been established that use Hawaiian as the primary medium of instruction and operation, which in turn creates unique administrative, professional, and technical needs and challenges for these schools;

(3) Three of the four new century charter schools that use the Hawaiian language as their primary medium of instruction have chosen to participate in the laboratory school program of the University of Hawaii at Hilo college of Hawaiian language;

(4) State promotion and use of Hawaiian would be served by closer association of Hawaiian medium charter schools with the college of Hawaiian language through the transfer of funds for administrative, professional, and technical services from the department of education to the University of Hawaii; and

(5) Hawaiian medium charter schools outside the laboratory school program should have the opportunity to receive administrative, professional, and technical services through the college of Hawaiian language if they choose to request these services from the college.

The purpose of this Act is to appropriate funds to the University of Hawaii at Hilo to provide administrative, professional, and technical services through the Hawaiian language to:

(1) New century charter schools participating in the laboratory school program of the University of Hawaii at Hilo college of Hawaiian language; and

(2) Upon request, new century charter schools outside the laboratory school program of the University of Hawaii at Hilo college of Hawaiian language.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2003-2004 for the purpose of allowing the University of Hawaii at Hilo to provide administrative, professional, and technical services through the Hawaiian language to:

(1) New century charter schools participating in the laboratory school program of the University of Hawaii at Hilo college of Hawaiian language; and

(2) Upon request, new century charter schools outside the laboratory school program of the University of Hawaii at Hilo college of Hawaiian language.

The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2003.
