Description: Authorizes OEQC to review a public agency's determination, consult the agency, and make a final determination, when a conflict of interest may exist because the proposing agency and the agency making the determination are the same. Requires an environmental assessment for proposed wastewater facilities except individual wastewater systems, waste-to-energy facilities, landfills, oil refineries, and power generating facilities.
