Prohibits the operator of a motor vehicle from using a hand-held cellular phone while operating a motor vehicle. (HB49 HD2)

RELATING TO CHILD PASSENGER SAFETY.

Requires drivers to place passengers under four years of age in a child passenger restraint system and passengers who are four and less than eight years of age and under 80 pounds in a child safety seat or booster seat. Provides certain exceptions. (HB52 HD2)

RELATING TO TRANSPORTATION.

Appropriates funds to establish and implement a permanent intra-island water ferry transportation system through the collaborative efforts of the department of transportation, counties, federal government, and interested public and private parties.

MAKING AN APPROPRIATION FOR THE ESTABLISHMENT OF A CONTRAFLOW LANE ON FARRINGTON HIGHWAY ALONG THE WAIANAE COAST FROM MOHIHI STREET TO PILIOKAHI AVENUE.

Appropriates funds to be expended by the department of transportation to establish a contraflow lane on Farrington Highway along the Waianae Coast from Mohihi Street to Piliokahi Avenue during morning and evening rush hours.

RELATING TO STATE GOVERNMENT.

Provides law enforcement officers with immunity from liability while engaging in civil defense functions. (Proposed SD1)

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
