Prohibits candidates and their campaign committees from using state or county produced materials for campaign purposes.

RELATING TO TAXATION.

Exempts from imposition of the general excise tax proceeds received for sales and services to counties.

RELATING TO INSPECTION AND QUARANTINE.

Adds new definitions to the quarantine law. Establishes a service charge to individuals importing any article or means of conveyance for inspection and quarantine services. Establishes the Inspection and Quarantine funds to accept fees, charges, fines, legislative appropriations, and federal funds.

RELATING TO TERMINABLE RENTAL ADJUSTMENT CLAUSE VEHICLE LEASES.

Provides that a motor vehicle or trailer transaction does not constitute a sale or security interest merely because the rental price may be raised or lowered by reference to the amount realized on the sale or disposition of the motor vehicle or trailer.

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
