RELATING TO FAMILY LEAVE.

Applies the Family Leave Law to the State, any of its political subdivisions, any instrumentality of the State or its political subdivisions. Requires an employer who provides sick leave for employees to permit employees to use up to 10 days of accrued and available sick leave for family leave purposes unless a collective bargaining agreement authorizes the use of more. Clarifies that an employer is not required to diminish an employee's accrued and available sick leave below the amount required pursuant to Section 392-41, HRS. (HB389 HD2)

RELATING TO MEAL BREAKS.

Requires employers to provide employees with at least a 30-minute break for eight hours of work, unless a collective bargaining agreement otherwise contains a provision for employee meal breaks. (HB29 HD1)

RELATING TO PUBLIC EMPLOYEES.

Requires the proposed adjustments to compensation and benefit packages for excluded civil service employees to be at least equivalent to the adjustments provided within the employer's jurisdiction.

RELATING TO UNEMPLOYMENT.

Creates a program to provide additional unemployment insurance benefits provided that the federal Temporary Extended Unemployment Compensation program is not extended after August 1, 2003. Provides that additional state benefits will cease once the unemployment insurance fund reaches the threshold that would require DLIR to increase unemployment taxes. Conforms state statutory provisions to the federal Temporary Extended Unemployment Compensation Act of 2002. Allows UI fund to be used to pay for UI benefits as well as administrative costs. RELATING TO UNEMPLOYMENT BENEFITS.

Encourages eligible claimants of unemployment insurance to seek gainful employment by permitting claimants to receive their weekly benefit amount without regard to earnings received from employment. (HB968 HD1)

RELATING TO PUBLIC EMPLOYEES.

Sets forth leave of absence provisions for permanent full-time employees of the State or one of its political subdivisions who are exempt from chapters 76 and 89, but are not considered to be an "excluded employee" as defined in section 89C-1.5.

RELATING TO PUBLIC EMPLOYEES.

Provides that a public employee who has been convicted of a felony for conduct in violation of the employee's duties, shall be terminated upon conviction. Provides for restitution should the conviction be overturned and the employee is not otherwise terminated in accordance with law. (HB287 HD3)

RELATING TO DEATH BENEFITS OF SURVIVING CHILDREN OF PUBLIC EMPLOYEES.

Allows surviving dependent children to receive ERS death benefits after age 18 and until age 24 while a full-time student, or when the child becomes a full-time student, so long as the child remains a full-time student. (HB986 HD2)

RELATING TO PUBLIC OFFICERS AND EMPLOYEES AND EMPLOYMENT PRACTICES.

Requires department of human resources development to retain records of public employee positions, wages, and demographic characteristics, and report to the legislature on possible gender discrimination; establishes a commission to review the reports and other data and develop recommendations to correct gender-based pay inequities for the 2004 legislature.
