Provides immunity from prosecution for leaving an unharmed newborn at a hospital within 72 hours of birth. Provides immunity from liability for hospitals and their personnel for receiving a newborn. (SD1)

RELATING TO INTERNATIONAL MATCHMAKING ORGANIZATIONS.

Provides persons from foreign countries who are recruited by international matchmaking services as prospective spouses with access to criminal conviction and marital history information relating to prospective spouses who are Hawaii residents. (SD1)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSES.

Requires licensing authority to obtain certification of license applicant's or licensee's default on student loan from loan administering entity before taking action against license. Requires certification to be based on court order. (SD1)

RELATING TO CHAPTER 291E.

Establishes the status offense of habitually operating a vehicle while under influence of an intoxicant. Adds certain offenses committed as a minor as "prior" offenses. Repeals requirement that a law enforcement officer inform a suspect of the sanctions for refusing to submit to a blood alcohol level test. (SD1)

RELATING TO THE USE OF INTOXICANTS.

Allows police to take breath, blood, or urine tests from persons involved in an motor vehicle accident who are not injured or refuse to be treated for an injury; clarifies that the notice of administrative revocation shall not serve as a temporary permit if at the time of the arrest the person refused to submit to a breath or blood test, or both, or urine test. RELATING TO PARKING FOR DISABLED PERSONS.

Prohibits parking in disabled parking access aisles; authorizes law enforcement and commissioned volunteers to enforce disabled parking laws on private property; allows citations refused by disabled parking violators to be mailed to the violator's address; authorizes the disability and communication access board to adopt rules for revocation, decertification of placards and licenses, and establishment of placard fees; provides a fine for disabled persons failing to display the validly issued placard or special plate while parking in disabled parking.
