RELATING TO TOBACCO.

Eliminates the timing difference between the receipt of settlement moneys from the Tobacco Master Settlement moneys from the Tobacco Master Settlement Agreement to better match the timing of revenues and expenses utilized. Expands the authorized uses of the funds contained in the Tobacco Enforcement Special Fund to include the enforcement of tax stamp requirements. Transfers the moneys held in the Cigarette tax Stamp Enforcement Special Fund into the Tobacco Enforcement Special Fund.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Allows the Hawaii Health Systems Corporation to obtain criminal history information on persons who are employed or seeking employment in any of the corporation's facilities.

RELATING TO MENTAL HEALTH CARE IN CORRECTIONAL FACILITIES.

Requires DPS to provide mental health services and treatment in all correctional facilities in this State to any inmate diagnosed with a condition that requires mental health services.

MAKING AN APPROPRIATION FOR THE ORBITS PROGRAM.

Appropriates funds for the ORBITS (Obligation, Restitution, Behavior, Insight, Training, and Success) program to rehabilitate youth involved with the juvenile justice system.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Provides for the authorization and payment of claims against the State for refunds of taxes, for judgments and settlements, and for other miscellaneous payments.

RELATING TO TOBACCO.

Refines the enforcement responsibilities of the Department of the Attorney General regarding enforcement of the tobacco master settlement agreement, cigarette tax stamping requirements, the "gray market" enforcement requirements, and tobacco reporting requirements.

RELATING TO BOARDS AND COMMISSIONS.

Provides that members of state boards and commissions are liable to the State for damages resulting from gross negligence in authorizing or overseeing the expenditure of state or federal moneys that results in a substantial financial loss to the State.

MAKING AN APPROPRIATION FOR UNIFORM LAWS.

Appropriates funds for Hawaii's contribution to the costs of the National Conference of Commissioners on Uniform State Laws and for related registration and travel expenses.

Oral testimony will be limited to three minutes.
